It really depends on the book itself. We strongly push for Interlibrary loan first. I need more information before I can further comment. Have you communicated with the Interlibrary loan specialist? If it's a new book that no library wants to loan, then yes, you can ask if the library can buy it. It does not mean we necessarily buy it. We will consider it. Contact Mame Purce, the Collection Development Librarian (firstname.lastname@example.org) and she will either respond to your email or direct your email elsewhere.
If it's an old book, and you already know the chapter perhaps you can ask the ILL specialist to ask for a copy of the chapter in the book (when requesting via ILL, there is a section called Book Chapter).
